







The Ministry of Planning, Investment and Economic Development (MoPIED) today convened a Validation Workshop for the Human Resource Policy and Procedures Manual, a key document aimed at strengthening the management and development of the Ministry’s workforce.
The workshop, held at the Ministry’s headquarters, brought together senior leadership from the Ministry, representatives from the Ministry of Labour and Social Affairs (MoLSA) and the National Civil Service Commission (NCSC), technical experts, and staff from various MoPIED departments.
The Director of Human Resource Management, Mr Adow Mohamed Adan, presented the workshop’s objective, highlighting the importance of establishing a clear, unified framework to manage recruitment, staff development, performance, and day-to-day personnel operations within the Ministry.
MoPIED’s Director General, Mr Mohamed Shire, officially opened the workshop, emphasising the Ministry’s commitment to building a transparent, efficient, and accountable HR system aligned with national labour laws and government-wide administrative standards.
He noted that a strong HR policy is essential for improving service delivery, strengthening institutional performance, and ensuring professionalism across all departments.
Representatives from MoLSA provided an overview of Somalia’s existing national labour laws and regulations and discussed how these laws and regulations influence HR practices within public institutions.
The National Civil Service Commission (NCSC) presented the alignment requirements between the HR Manual and the national civil service regulations, underscoring the importance of harmonising policies across government.
Mr. Khalid Mohamed Mohamud, the National Consultant who led the development of the HR Manual, delivered an in-depth presentation covering: the preparation process of the Manual, key components of the policy, the full employee life cycle — including recruitment, onboarding, training, performance management, promotion, discipline, and records management — and challenges identified during the assessment and how the new Manual addresses them.
Participants engaged in a rich discussion, offering comments, recommendations, and practical insights to improve the final document.
Following the discussion and Q&A session, participants endorsed the HR Policy and Procedures Manual as a guiding framework for managing MoPIED staff.
In closing remarks, Director Adow Mohamed Adan announced that a follow-up session will soon introduce a digital Human Resource Management System that will automate many manual HR and administrative processes currently handled by the Ministry.
