EXECUTIVE SUMMARY
This report provides a thorough assessment of the Federal Republic of Somalia’s development in 2023, focusing on the country’s progress toward the goals set forth in the National Development Plan (NDP-9). This study offers insights into Somalia’s growth trend by highlighting the four key pillars of inclusive politics, security and rule of law, economic development, and social development.
The principal aim of the NDP-9 Annual Progress Report is to accurately document the progress made through the evaluation of the key performance indicators (KPIs) specified in the NDP-9
M&E framework. Specific objectives encompass assessing progress and accomplishments, evaluating sector contribution, and pinpointing inadequacies in the implementation of NDP-9 projects in 2023. This study took a consultative approach, involving 36 key ministries, departments, and agencies (MDAs) in the Somali federal government. The inclusive politics, security and rule of law, economic development, and social development pillars were all covered by the 36 MDAs. In order to assess the status of NDP-9 implementation, the methodology combined qualitative and quantitative methodologies, including document review, digital data collection, questionnaires, and key informant interviews.
Considerable strides have been achieved in the development of inclusive politics, including initiatives for political representation and engagement. Despite challenges, progress has been made in bolstering the rule of law and improving security, which has helped to maintain stability. Economic and social progress have been facilitated by a variety of sectors. This study offers stakeholders a comprehensive evaluation of Somalia’s 2023 progress in accordance with NDP-9. Through the identification of achievements, challenges, and prospects within every pillar, it functions as a roadmap for strategic decision-making and policy development.
