SOMALIA LAUNCHES NATIONAL TRANSFORMATION PLAN (NTP- 2025-2029)

Mogadishu, Somalia | March 17, 2025 – The Ministry of Planning, Investment and Economic Development of the Federal Government of Somalia has officially launched the National Transformation Plan (NTP-I 2025-2029), a bold, visionary, and results-driven strategy designed to accelerate Somalia’s progress toward economic growth, good governance, social development, and environmental resilience.

The launch event, held in Mogadishu, was attended by senior government officials, representatives from Federal Member States, private sector leaders, civil society organizations, and international development partners. Prime Minister H.E. Hamza Abdi Barre officially inaugurated the plan, emphasizing its role in shaping a prosperous and stable Somalia.

The NTP: 2025-2029 aligns with Somalia’s Centennial Vision 2060 and aims to establish a peaceful, democratic, and economically thriving nation. The plan is structured around four key pillars:

  1. Transformational Governance Strengthening inclusive governance, the rule of law, public sector efficiency, and security reforms.
  2. Sustainable Economic Transformation Fostering economic diversification, infrastructure development, trade facilitation, and private sector growth.
  3. Social and Human Capital Transformation Enhancing education, healthcare, social protection, and empowering women, youth, and persons with disabilities.
  4. Environmental and Climate Resilience Addressing climate change challenges, disaster risk reduction, and promoting sustainable environmental management.

The National Transformation Plan replaces the previous National Development Plans (NDPs), recognizing the need for a strategic shift from traditional development to large-scale national transformation. While Somalia has implemented nine National Development Plans (NDPs) since independence, persistent challenges have necessitated a bold, high-impact approach to unlock the country’s full potential.

Minister of Planning, Investment, and Economic Development, H.E. Mohamud Abdirahman Sheikh Farah (Beenebeene), emphasized the significance of this transition:

“The NTP is not just a plan— it is a commitment to real and meaningful change. It reflects the aspirations of the Somali people and lays the foundation for a resilient, prosperous, and self-reliant Somalia.”

The NTP was developed through extensive consultations with Federal Member States, private sector stakeholders, civil society organizations, academia, and international partners. This participatory approach ensures:

  • National ownership and alignment with Somalia’s priorities.
  • A clear roadmap for implementation with measurable impact.
  • A commitment to governance, economic growth, and social well-being.

The Federal Government of Somalia calls upon all national and international partners to collaborate in implementing the National Transformation Plan, ensuring its success in delivering tangible, lasting progress for the Somali people.
