EXECUTIVE SUMMARY
November 2025 marked a month of significant progress for the Ministry of Planning, Investment and Economic Development (MoPIED), highlighted by major institutional reforms, strengthened federal–state coordination, and enhanced international engagement to accelerate the National Transformation Plan (NTP 2025–2029). Key achievements included the approval of the Somalia Investment Authority Bill, the rollout of a new Human Resources Policy and digital HR/ERP system, rigorous consultations with Federal Member States on the NTP Execution Strategy, and the hosting of the 2nd National M&E Conference, which launched the National Evaluation Curriculum and Guidelines. MoPIED also validated the End-Term Review of NDP-9, advanced SDG localisation, participated in global forums in Doha and Brazil, and deepened cooperation with partners, including the EU, UN, UNFPA, Brazil, and the Arab Planning Institute. Collectively, these milestones reflect MoPIED’s commitment to evidence-based planning, institutional strengthening, and the advancement of Somalia’s long-term development priorities.
