General Overview 

July 2025 was defined by stronger coordination with partners, investment facilitation, and measurable progress on national monitoring and evaluation (M&E) systems. The Federal Government and the UN met in Mogadishu to review the 2021–2025 Cooperation Framework and chart the 2026–2030 agenda across governance, economic growth, social services, and climate resilience.  The Ministry introduced the e-NIMIS digital M&E platform at the Social Development Pillar subcommittee, advancing data collection and performance tracking. 

Capacity-building featured prominently: an M&E study visit to Uganda produced concrete outputs—including a learning report, cooperation with the Uganda Evaluation Association, and a work plan to strengthen Somalia’s evaluation system.  A two-day technical meeting with JICA focused on youth employment and entrepreneurship for vulnerable groups. 

On investment and cooperation, SOMINVEST engaged the Saudi Ambassador to deepen investment ties, while the Ministry launched the sixth “Investment Opportunities” report on professional services.   Strategic policy dialogue also continued through consultations with the World Bank on Somalia’s first Country Climate and Development Report (CCDR).
