SOMALIA’S CABINET APPROVES NATIONAL TRANSFORMATION PLAN (NTP: 2025-2029), ADVANCING ECONOMIC GROWTH AND STABILITY

Mogadishu, Somalia – 23 February 2025 – The Council of Ministers of the Federal Government of Somalia under the leadership of Prime Minister His Excellency Hamza Abdi Barre, has formally approved the National Transformation Plan (NTP: 2025-2029) during an extraordinaty  Cabinet meeting chaired by the Prime Minister. This significant decision marks a pivotal step in Somalia’s journey toward economic development, social progress, and environmental sustainability, reaffirming the government’s unwavering commitment to national prosperity and stability.

The NTP is a comprehensive five-year strategy aimed at addressing critical socio-economic challenges identified in the Ninth National Development Plan (NDP-9), including governance gaps, limited economic diversification, and insufficient infrastructure. Incorporating lessons learned from NDP-9, the NTP focuses on strategic investments in governance, economic diversification, infrastructure, and climate resilience, ensuring a more targeted and effective approach to national development.

KEY PILLARS OF THE NATIONAL TRANSFORMATION PLAN

The NTP is structured around four core pillars:

  1. Transformational Governance – Strengthening institutional capacity, promoting transparency, and fostering political stability.
  2. Sustainable Economic Transformation – Encouraging industrialization, expanding private sector opportunities, and advancing infrastructure development.
  3. Social and Human Capital Development – Improving access to quality education, healthcare, and employment opportunities.
  4. Environmental and Climate Resilience – Implementing climate adaptation policies and sustainable resource management initiatives.

Prime Minister His Excellency Hamza Abdi Barre reiterated the government’s commitment to the successful implementation of the NTP.

“The National Transformation Plan is not merely a policy framework; it is our collective pledge to the Somali people to build a peaceful, stable, and prosperous nation. This plan establishes a solid foundation for sustainable economic growth by fostering diversification, strengthening governance, and ensuring improved access to essential services,” stated Prime Minister H.E. Hamza Abdi Barre.

His Excellency Mohamud A. Sheikh Farah (Beenebeene), Minister of Planning, Investment, and Economic Development, expressed gratitude to all stakeholders involved in the development of the plan.

“The formulation of the NTP is the outcome of extensive consultations with Federal Member States, development partners, the private sector, and civil society. I extend my deepest appreciation to all those who contributed to shaping this transformative vision,” he stated.

The Federal Government of Somalia acknowledges the invaluable support of its national and international partners, including the United Nations, the World Bank, the African Development Bank, and bilateral donors, in the formulation of the NTP. Their continued collaboration reflects a shared vision of advancing Somalia’s development agenda.

Following the approval of the NTP, the government will initiate the implementation process through targeted programs and policy reforms. This will commence with the establishment of a dedicated task force to oversee execution, followed by phased rollouts of key initiatives in governance, economic development, and infrastructure within the next six months. Rigorous monitoring and evaluation mechanisms will be put in place to ensure efficiency, accountability, and alignment with national priorities.

The Federal Government calls upon all stakeholders, including the private sector, civil society, and development partners, to collaborate in realizing the objectives of this transformative plan and ensuring its success for the benefit of all Somalis.
