In 2024, the Federal Government of Somalia (FGS) is prioritizing the coordination of assistance to IDPs to advance towards durable solutions. Under the leadership of the federal Ministry of Planning, Investment and Economic Development (MoPIED) and in partnership with other FGS ministries and Federal Member States (FMS), the National Durable Solutions Strategy (NDSS) is an operational roadmap that sets out a collective vision, strategic objectives and principles to guide the implementation of durable solutions policy and programming between 2020 and 2024.
The NDSS has the long-term objective of supporting IDPs to achieve durable solutions, while also guiding activities that reduce and mitigate the adverse impacts of displacement created by cycles of conflict and natural disasters. The strategy also highlights the vision of FGS, to achieve solutions for displacement affected communities in Somalia through evidence-based analyses, bottom-up and inclusive consensus building approaches, and integrated and systematic programming.
The Durable Solutions Progress (DSP) Survey focuses on supporting MoPIED and other partners to achieve these objectives, through strengthening the evidence base to support policy and programming. The survey tool and analytical framework will be developed in line with the NDSS Monitoring and Evaluation Framework, as well as the Inter- Agency Standing Committee (IASC) Framework on Durable Solutions for IDPs, and the International Recommendations on IDP Statistics (IRIS). Survey data aims to support MoPIED and other ministries at federal and state level, as well as UN agencies and NGOs, to implement durable solutions in line with the NDSS.
