Executive Summary

 Learning from the experiences of the previous National Development Plans, the Federal Government of Somalia (FGS) developed and implemented the ninth National Development Plan (NDP-9), 2020–2024. NDP-9 was prepared to comply with the requirement for an interim poverty reduction strategy paper and is based on four pillars: inclusive politics, security and rule of law, economic development, and social development. NDP-9 aims to address the development challenges faced by Somalia and seeks to establish a framework for sustainable growth and development.

This mid-term review of NDP-9 report tracks progress in its implementation. It covers two and a half years (January 2020 to June 2022), focusing on the first 30 months of that period. The review also identifies the gaps, challenges and lessons learned and makes practical recommendations for improvement in the implementation of NDP-9’s final phase from 2023–2024.

The mid-term review employed both qualitative and quantitative methodologies including document review, in-depth interviews and focus group discussions. Key stakeholders consulted in the preparation of this review were drawn from the Ministry of Planning, Investment and Economic Development, federal government line ministries, federal member state line ministries and independent government agencies such as Somali National Bureau of Statistics (SNBS), civil society organizations (CSOs), private sector actors, and development partners (DPs).
