Executive Summary:

October was a dynamic month for the Ministry of Planning, Investment, and Economic Development (MoPIED) as it advanced Somalia’s development agenda across multiple fronts. Key achievements include signing a transformative $68.5 million Development Assistance Agreement with the United States, which will drive economic growth, improve governance, support education, and create opportunities for women and youth.

Progress continued on the National Transformation Plan (NTP: 2025-2029), with high-level consultations and workshops involving trade unions, international donors, and INGOs to align efforts toward sustainable growth. A milestone event was the launch of the NTP labs, presided over by the President and attended by the Prime Minister, underscoring the government’s commitment to inclusive development.

The fourth annual Foreign Investors’ Lunch in Mogadishu attracted over 50 global investors, fostering partnerships and highlighting Somalia as an emerging investment destination. Meanwhile, the new Investment Law 2024, passed by Parliament, further strengthens Somalia’s economic prospects by promoting foreign investments and job creation.

Collaboration with UN agencies deepened this month, with MoPIED leaders meeting officials from UNFPA, UNDP, and UNOPS to advance data systems, plan for the population census, and prioritize infrastructure projects. Additionally, the Ministry hosted the Quarter 4 National Durable Solutions Workshop, leveraging data-driven approaches to address the needs of Somalia’s displaced communities.
