EXECUTIVE SUMMARY
Project Overview
The Strengthening Urban Resilience of Displaced and Host Communities in Doolow Project (SURDHT) is a transformative initiative under the Prevention Envelope of the Transition Support Facility (TSF) of the African Development Bank (AfDB) for Somalia. The project aims at addressing the urgent housing, infrastructure, climate change adaptation, and livelihood needs of vulnerable Internally Displaced Persons (IDPs) and host communities, while promoting youth leadership and empowering women. The Federal Government of Somalia (FGS), through the Federal Ministry of Planning, Investment, and Economic Development (MoPIED), in partnership with the United Nations High Commissioner for Refugees (UNHCR), proposes the implementation of the SURDHT. This initiative aligns with the government’s goal of achieving durable solutions for one million IDPs across the country.
Project Development Objective
The primary goal of the SURDHT is to improve the living conditions of IDP families in four urban settlements in Doolow and facilitate their integration into the host community. This will be achieved by enhancing access to housing, tenure security, and basic services, including health, education, sanitation, and livelihood opportunities. The specific objectives of the project include:
• Promoting inclusive, evidence-based planning and decision-making.
• Fostering gender equality, women’s empowerment, and youth leadership.
• Enhancing climate change adaptation and mitigation for sustainable livelihoods.
• Establishing sustainable access to basic infrastructure in IDP settlements.
• Improving government capacity for coordinating integration activities for IDPs, including land administration, conflict mitigation, and social cohesion.
