Biography

Mohamed Weli Ahmed is a governance and development professional with over 15 years of progressive experience in national planning, governance reform, and institutional capacity development across Somalia and the region. He is currently serving as the Senior Government Coordination Specialist for the Somalia Joint Fund (SJF) within the Ministry of Planning, Investment and Economic Development (MoPIED), where he plays a key role in strengthening coordination between the Federal Government, donors, and the United Nations to ensure effective alignment of development assistance with national priorities.

Throughout his career, Mohamed has provided technical leadership in policy formulation, program coordination, monitoring and  evaluation, and governance reform.

He has contributed extensively to Somalia’s state-building agenda, particularly in areas such as constitutional review, federalization, decentralization, reconciliation, and institutional capacity strengthening. During his tenure as Inclusive Politics Specialist at MoPIED, he supported the development of the National Transformation Plan (2025–2029), ensuring coherence with inclusive governance objectives and national frameworks.

Previously, Mohamed worked as a Senior Political Advisor with Horn Research, where he led stabilization and governance assessments, and as Team Leader for Parliamentary Capacity Development with Chemonics International, managing USAID-funded programs aimed at strengthening legislative institutions. He also served with the National Democratic Institute (NDI), where he provided direct technical assistance to Somalia’s federal and state parliaments, supported civic engagement processes, and contributed to the constitutional and policy development milestones that shaped the country’s current governance landscape.

Mohamed holds a Master of Public Administration from Arizona State University (USA), a Bachelor’s Degree in Political Science from the University of Nairobi (Kenya), and a Diploma in Law from the Kenya School of Professional Studies. He has also completed professional training in Building Better Response in Humanitarian Assistance at Harvard’s Humanitarian Academy and in First Aid/CPR through ProTrainings.

His core expertise spans governance and institutional reform, national planning and policy development, results-based management, aid coordination, and strategic stakeholder engagement. Mohamed is known for his collaborative leadership style, his deep understanding of Somalia’s governance systems, and his ability to translate strategic policy priorities into actionable programs that advance sustainable development and government accountability.
