About Planning Department
The Planning Department is one of the core divisions within the Ministry of Planning, Investment and Economic Development (MoPIED). It serves as the central coordinating entity for national planning processes and works in close collaboration with federal and sub-national institutions, development partners, and international organizations to advance Somalia’s development agenda.
The Department’s primary mandates include:
- Formulation and Implementation of Policies: Developing and implementing national policies and strategies related to planning and economic development in alignment with the Ministry’s overarching mandate.
- Coordination of Development Programs: Ensuring effective coordination, harmonization, and standardization of all development programs and projects across the country to promote coherence and avoid duplication
- Donor and Partner Engagement: Strengthening collaboration with international partners, donors, and organizations to enhance aid effectiveness and alignment with national priorities.
- National Development Planning: Leading the preparation, implementation, and monitoring of Somalia’s National Transformation Plans and related frameworks.
- Institutional Strategic Planning: Preparing the Ministry’s five-year Strategic Plan to guide institutional priorities, performance, and resource allocation.
Through these functions, the Planning Department plays a pivotal role in shaping Somalia’s development trajectory, promoting policy coherence, and ensuring that national priorities are effectively translated into actionable programs and measurable results.
The main mandate of the department includes, Policy development and implementation regarding the planning and economic development of the country, proposing all relevant policies and regulations with respect to the Ministry mandate, Strengthening the coordination with the International Donors and International Organizations, Coordination and Standardization of all development programs and projects in the country, Implementing and coordinating National development plans, Prepare Ministry’s Strategic Plan after every five years.

Main Objectives
- Lead and coordinate the national development plan (NDP), planning processes and NDP implementation.
- Work with line ministries, departments and agencies (MDAs) and development partners in aligning sectors and development plans to government NDP priorities.
- Lead and coordinate Sectoral planning and aligning it to National Development Plan
- Conduct research on development and sector policy issues for evidence-based planning.
- Support local capacity development for national planning, and in particular, provide support and guidance to the national and local bodies responsible for the decentralized planning processes.
- Conducti Sectoral assessment of NDP9 Pillars.
- Organize and undertake sensitization workshops, seminars, conferences and discussions for increasing NDP institutional understanding and public awareness.
- Facilitate and support that comprehensive development plans and programmes are effectively carried out through integration and coordination of planning and development activities at national and sub-national levels to avoid potential duplications.
