This Five-Year Performance Review of the Ministry of Planning, Investment and Economic Development (MoPIED) presents an assessment of institutional performance as it relates to the ministry’s goals and targets during the period 2017 to 2022.

The review was conducted by independent and impartial consultants and draws on document reviews, informant interviews and focus group discussions to provide the evidence for the review findings and to help understand the context in which progress towards institutional goals and targets (or in some cases lack thereof) took place. In doing so, the review can be read as a qualitative evaluation of MoPIED’s performance over the past five years of its mandate and a distillation of key lessons to emerge from the experience that should remain useful beyond the current planning cycle.
